Either `ManagementRoomOutput` needs creating before `DraupnirProtectedRoomSet` or we need a log handler that reports `warn` and above to management room #338

I'd like to see the latter, since I think we're at the point where we have got rid of most spurious log messages. But I'm not sure about it yet.

I don't feel comfortable with some errors going silent without logging warn and above to the management room somehow
