SKYCAR is a global object, so it's in a sense visible anywhere. SKYCAR-F limits this to outside rooms and SERVICE-STATION.

I think it would make sense to also exclude anything in the 2081 simulation, when society has broken down.
I'm not sure I'd call this a bug, though...
