Garbage printed at certain points #10

For the version found in Lost Treasures of Infocom 2 and https://github.com/historicalsource/bureaucracy/tree/master/COMPILED, there's strange behavior at the very beginning. I hadn't previously noticed this because I hadn't played Bureaucracy on a non-Infocom interpreter. I discovered this problem incidental to an incident filed for Frotz at https://gitlab.com/DavidGriffith/frotz/-/issues/248.

The macaw, apparently exhausted by the ferocity of its attack on the painting,
doesn't seem to notice you.

Most of the mail is rather useless, not even worth picking up. You do find a x
cL, though

You probably shouldn't push your luck in illegally looking at other people
mail.

The macawgyfrom ad zzz.

You should see Popular Paranoia magazine and something intelligible from the macaw instead of the garbage x cL and The macawgyfrom ad zzz.. Starting DOSBOX and loading the game from the Lost Treasures 2 CD image gives me the correct output.

I tried this with the Unix Frotz variants, xzip, jzip (both under Linux), and with Windows Frotz. All show the same garbage.

I think I saw this issue manifest itself with the boy who keeps trying to sell stuff to the player. One of the objects he tries to sell had similar style garbage. I thought it was a Douglas Adams joke at first, that the kid was trying to sell some weird junk whose name was meaningless. Now I think it is related.

This may be at least partially related to https://github.com/the-infocom-files/bureaucracy/issues/15
