"GIVE <object> TO <person>" works, but "GIVE <person> <object>" doesn't

Show has a similar problem:

>SHOW BOOK TO ROURKE
Mrs. Rourke seems uninterested in it.

>SHOW ROURKE BOOK
(to Mrs. Rourke)
You can't see any Rourke book here.

I think this is supposed to work.
