COPR-NOTICE and V-VERSION have different copyright years #68

The "SCRIPT" and "UNSCRIPT" commands print the global COPR-NOTICE string, while V-VERSION hard-codes its own copyright information.

I think COPR-NOTICE should be updated to show the the same copyright years as V-VERSION. I think we can assume the latter is always going to be the most up to date.
