This is because FIRE-F doesn't check what you pour on the fire:

           (<VERB? POUR>
        <REMOVE ,FIRE>
        <TELL
"With the skill of a seasoned firefighter, you extinguish the fire." CR>)

Perhaps it should check for PORTABLE-WATER or something like that?
