GLOBAL-BLY has GLOBAL-BLY-F not just as its ACTION but also as its DESCFCN. Is the latter actually used? I haven't actually found any way to trigger it. ("EXAMINE VIDEOPHONE" produces similar responses, but I think that's handled separately.)
