Missing newline when arresting Greenup

Greenup turns and runs away. Then a crew member reports seeing Greenup running
behind the dormitory. "He's going to try to escape in the SCIMITAR, Torbjorn!"
Commander Bly adds: "Come to my office, Torbjorn! We can see him on the station
monitor! The docking tank control panel is there, too!"
(Aquadome office)
The Aquadome office is small but tidy, with a single door leading out and a good
view of the ocean through the window.

Usually, games print a blank line before the room description when there is a message associated when moving to another room.

This is handled by V-ARREST.

I'm sure there are a lot of these, and I don't know if they should be fixed or not since this game - like The Witness - look a bit different than the rest, so I'll just add other similar things here as I find them.

The CHEERS? routine (that prints the "Cheers follow as ..." message) should probably print another newline:

you. The access panel is open.
A wraparound viewport, both fore and aft, provides a view ahead and astern. You
can also observe your surroundings with a sonarscope and a hydrophone listening
device. There's a sonarphone for communication. You'll discover other features
when you need them.
Tip is sitting behind you, checking the instruments.
As you and Tip take your places in your seats, and close the hatch, the docking
tank roof is also sliding shut.

Suddenly Commander Bly comes over and repeats, "Torbjorn, can we discuss a
private matter now?" >YES
"Come to my office, Torbjorn."

As you enter the office, Zoe closes the door and says:
"There's a traitor here at the Aquadome, Torbjorn! I'm not saying that just
because the Air Supply System was sabotaged. I discovered other evidence after
we talked on the videophone!"
