You're in the pilot's seat of the SCIMITAR, its operating control panel before
you. The access panel is open.
A wraparound viewport, both fore and aft, provides a view ahead and astern. You
can also observe your surroundings with a sonarscope and a hydrophone listening
device. There's a sonarphone for communication. You'll discover other features
when you need them.
Tip is sitting behind you, checking the instruments.

You can't fill it while the entry hatch is open.

The docking tank is now filled with sea water.
The adjustable cradle then releases the SCIMITAR's keel from its grip.

You can't open it while the SCIMITAR is under water.
So the hatch was open while the SCIMITAR was under water? That seems odd. (You still can't leave the Aquadome with the hatch open, but still...) Even if I somehow completely misunderstand how the docking tank works, it still seems strange that it allows me to open the hatch while the tank is filling when I can't fill it while the hatch is open.
I was able to do this at the Aquadome:
