>TELL BLY ABOUT OVERHEATING
"You mean the problem you had on the way here? Shall I ask Mick to check on it?"
>YES
"Wilco, Torbjorn!" Mick turns and hurries toward the docking tank.
But Commander Bly has heard your order. "Please remember, Torbjorn," she says,
"while Mick is working on your SCIMITAR, it'll be out of action. The Snark may
return at any time, and we'll be defenseless! Are you sure you want to repair
the SCIMITAR now?" >

Umm... Bly, you gave that order, not me!

This is what BLY-F does:

       (<AND <VERB? ASK-ABOUT TELL-ABOUT>
         <IOBJ? GLOBAL-SUB LOCAL-SUB VOLTAGE-REGULATOR OVERHEATING
            CONTROL-CIRCUITS CONTROL-CIRCUITS-GAUGE>>
    <TELL
"\"You mean the problem you had on the way here? Shall I ask Mick to
check on it?\"">
    <COND (<NOT <YES?>> <RTRUE>)>
    <MOVE ,ANTRIM ,HERE>
    <SETG WINNER ,ANTRIM>
    <PERFORM ,V?FIX ,GLOBAL-SUB>
    <RTRUE>)

So I guess it becomes the same as saying "ANTRIM, FIX SUB". It doesn't care who actually gave the order in the story.
