I dont understand #2

I dont understand how am i supposed to download this, where is the exe file, where is the releases, where is the commandline (cmd/powershell)? i got the downloading part and put it in the eu4 directory but i dont see any exe file that i am suppsoed to run

I have not looked at this project in months, so there is no guarantee, that this will even work anymore.

If you want to try, you need to go to the release section here and download the ~2MB ZIP file (direct link). If you have that, extract the exe from the zip and open a cmd/powershell in that directory. Then you can try to use it from the command line with somehting like

eu4-patcher.exe --patch modded-ironman,ironman-loading  --input 'C:\Program Files (x86)\Steam\steamapps\common\Europa Universalis IV\eu4.exe'

Feel free to tell me, if this still works

The exe won't open. What should I do?
