Updates the version of Node and several NPM packages used by the collector

• adds an .nvmrc set to v20
• updates the version of @cliqz/adblocker-puppeteer
• adds firefox-webext-browser types, and adds types to the tsconfig

Tested locally (by running npm run example) and as part of the blacklight-lambda
