Resources title occupy too much space #9

Wouldn't it be better to have the title only reveal itself on hovering ?

I implemented it anyway. Some discussion about the subject could still happen in this issue comments, please ping me if you have something to say on the subject. Implemented in this commit.

As the responsiveness of the functionality did not reach all the objectives with the last commit, this one brings some changes that fix it.
