Not all carriers provide voicemail server service.
Provided the device is online, this is how it would work:
Answering Machine on a regular basis would start after X pulses (say 10).
When "Answering Machine Mode" is on would start answering machine immediately.
You've got to wonder why this feature isn't available for proprietary handset systems even though it was prevalent for household telephones back in the 80's.
