enhance MQTT test command so OTA load can be identified #214

change MQTT test command to identify HFR code compile time/date so successful OTA loading can be manually confirmed in mosquito display window. Maybe also add this info to checkin message so version is identified on a reset.

Code for this issue has been merged. To view compile date of loaded code:

make sure mosquitto is running and displaying all topics
route trace output to MQTT with MQTT command TR,2,2
enter MQTT command TEST
observe a type H (High level info) trace output in the mosquitto window containing the compile date and time
