Incorrect published date on dashboard for plugins not available thru vsrepo #6

The "Published" column for plugins that haven't been uploaded to vsrepo yet shows the current date instead of a blank entry.

Can be seen at http://vsdb.top/dashboard/plugins i.e. CMedian's entry. On the frontend of the site at http://vsdb.top/ it shows a blank. On the dashboard it currently shows 2019-06-04.
