Single form for managing location edits and structural changes

How about after you've added a snap marker to the page, click on it and it has an option 'order by proximity to here'

With that in mind it probably make sense to be able to add a snap marker using the mouse as well as the search form.

Love it. Having an order by proximity will greatly improve the workflow, especially when there are a large number of sub areas
