should we allow admin to move other peoples photos

Tasks:

[ ] Decide on what role(s) or karma level can do this
[ ] New process / ajax - soft dependency of node picker (https://github.com/theCrag/website/issues/1476)
[ ] stream event?
[ ] if no permissions then have a 'suggest' process?

Admin? Yes absolutely.

I'd even allow this for people with coordinator rights, or some high level of karma at that crag.

Semi related to tagging others in photos #854. I reckon a karma level and/or coordinator level thing, not just admin

+1. When we come around to that, there could also be while browsing the photo index a similar text frame as for missing location: "we don't know to which node this photo belong, link it if you can" ot something to that effect
