New access tags: 'permit required' / and 'At risk' #3435

It would be helpful to have a new access tag called something like "permit required", indicating that while climbing is allowed and does not require payment, a permit must be obtained. The "access issues" field would then presumably contain language that describes how to obtain a permit.

I would call this "With Permission" or "Permission Needed/Required" and think it's a great idea

This would be useful for many places in NSW, Tas, NZ and I'm sure many others where you need to call the property owner, or get permission in some way.

This would also help with the current grampians fiasco (ACAV for some reason reverting a change from that now designates a bunch of areas "open" when they barely are open -- you have to be guided or be a guide, i.e. with permission)

While here, another access tag I'd suggest is "Seasonal"

The access notes would detail this. I don't mean "seasonal" as in weather suitability, this would be for wildlife preservation, bird nesting periods, and other reasons for closures.

+1 for the permit tag. for the gramps I think the tags should either be back, or we need a new different tag like 'At risk'. That second idea might be redundant with the warnings system, the main thing we need to fix is that the warnings don't inherit down, and should, just like the tags and access fields do.

The seasonal one I'm less keen on. We are still rolling out the new warnings feature and I think that is a better solution. ie you can say 'warning: Falcons are nesting' and then when the chicks are gone later you can 'resolve' it. Next year you can come along and just 'unresolve' and it's ready to go again with 1 click, with full details. A simple tag would not be clear if its active right at this moment so it's less useful.

So this would be an additional item under "Legality" then that says "Permit required"?

I also like the Legality - Permit required. Permission is less tangible, can be spoken or implied. So for situations where a paper permit or whatever is handed out, Permit fits better.
