FR: Automatic image resizing to allow bigger uploads #4223

Add (client side) automatic image resizing to allow user add images up to 30mb. Make screen sizes and discard the huge orginal if needed.

It is our policy to keep original. Because we have done this we have been able image orientation bugs using EXIF and been able to provide higher quality PDF Topos for publishing and zooming in for cover images. There will be other new features in the future where we really want the best possible original image size.

Therefore dscarding originals seems like a backwards step.

I get that the ever increasing capability of phones is causing problems uploading as limits are triggered and we are getting higher data storage costs making it difficult for us to just increase the limits.

Maybe we should allow for higher photo upload limits for supporters who are helping share the costs.
