When using the I2C with just Power LED & R1 installed, the I2C is fails.

You must install C2, even without the 7805 installed.

Actually, this solves the noise, but a decoupler is still needed for the LED.

Quick fix is to remove the LED, or to cut the trace  +5 proto area and jumper 
with a cap.
