Clean up Wiki Links and organization #748

GitHub's wiki (Gollum) allows for organizing wiki files by folder, but pages are referenced as via a flat strucuture. e.g. you can save a file at /Developer/Introduction, but when referencing it, you need to use Developer Introduction. Also, all pages must have unique names, e.g. you can't have a /User/Introduction and /Developer/Introduction page. Instead, use /User/User-Introduction and /Developer/Developer-Introduction. Note that many gitlab-originated links need to be fixed to address this.

@jdanish I'm assigning this to you with the hope that someone from your team will take on the wiki navigation fixes. The README.txt file has a good example of how wiki links should be handled from code.
