Currently "resources" are stored globally for the database, and specific resources can only be assigned to a classroom. They all share the same numbering the same order.

But ideally...

• sets of resources can be defined for a unit, e.g. "Wetlands Unit" vs "Climate Change Unit" might use different sets of resources.
• the set of resources can be ordered for each unit
• the sets of resources can be moved across databases to other servers
• a unit should have a name
• resources can be repeated among different units (it might be easier management-wise though if they are simply copied)?

I'd add that it'd be nice to easily edit / share / update individual units on a server / instance?
