Clicking EvidenceLink badge scrolls appbar offscreen

2. Add claim text
3. Click Save
4. Add a badge to a prop
5. Click on the prop
6. App bar disappears

This only happens if there is text in the "Claim". It is not affected by text in the "Reason" box.
