Enable LLDB tests in build.ps1 #153

The tests should be updated in build.ps1 so that they run as part of builds on ci-external.swift.org. This is part of a larger effort to help catch regressions on Windows earlier.

This bug will be updated shortly with the list of lldb tests to enable.
