The scoop rules indicate that it is trying to setup the environment: https://github.com/ScoopInstaller/Versions/blob/master/bucket/swift-nightly.json#L50-L52.

Please try installing the toolchain without scoop and restarting after the installation. Going to close this for now, but, if running the installer yourself with a reboot doesn't work, please re-open the issue.
