No fdlink.json created on running server

The config file, fdlink.json isn't been created.

Reproduction steps

1. Download this mod
2. Download Fabric API
3. Run Minecraft 1.17.1 with java -Xms25G -Xmx25G -jar server.jar --nogui
4. Fabric loads the mod and the Fabric API
5. No config is made, and mod doesn't see my own config.

Expected behaviour fdlink.json should have been made.
