PAL: Use multimedia timers as the time source under Windows (instead of QPC) - fixes #194
SND: Increase Windows multimedia timer resolution (1 ms resolution with the highest accuracy instead of 5 ms resolution with 5 ms accuracy)
DLG: Fix call to LoadIconMetric on IA32
Set the PE minimum Windows version to 5.0
Build for Pentium, using BULWA - fixes #196
