Color picker for transparent color doesn't work in the floating part when we've moved the selection #425

What steps will reproduce the problem?
1. Select a portion of the sprite
2. Move it
3. Drag and drop the transparent color to pick a transparent color from the 
floating section

What is the expected output? What do you see instead?
We should be able to pick colors from the floating section, but instead we 
cannot.

Note for the developer: We should handle the floating region as a 
special/temporary floating layer in the sprite (also in this way we can share 
the floating region between different editors/views of the same sprite).
