version 1.9.9.3 does not run on windows server 2003 and probably vista #276

On windows server 2003 the application refuses to run with error:
application configuration is incorrect, reinstalling may resolve the issue.

Version 1.9.9.2 ran fine on the same machine with the same os.

Nevermind, it's because of the VC++ runtime issue reported earlier.
