"Trying to create a TNamespace on a non existant File object." launching PyScripter #277

What steps will reproduce the problem?
1. Install PyScripter
2. Start PyScripter

What is the expected output? What do you see instead?
Expected output: no error message, instead I see one

What version of the product are you using? On what operating system?
PS: 1.9.9.3
OS: French Vista SP1 (fullly patched)

Please provide any additional information below.
On first start of PS I get the error but after clicking on OK, PS opens 
normally. On second start of PS I get two errors and after clicking OK I get 
an empty grey window. PS does not close anymore. Deleting PyScripter.ini 
solves that problem (for one start of PS)

I googled the error and it lead to some "VirtualShellTools" for Delphi.
