What steps will reproduce the problem?
Cant write signs - and can't write Alt+s, ALt+c, ALt+x ....

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
WINXXP PL (poland) 
I tested on 2 machines with WINXP PL

ALT - i mean right ALT= RALT

Workaround:
Go to Tools, Options, IDE Shortcuts... and remove (replace) all Cntl+Alt 
combinations.
