Set paramaters #390

It would be great to add the possibility to change parameters for "internal" 
run (CTRL+F9) as it's possible in "external run" (I want to add -Qnew in the 
command line)

The menu option Run, Command Line Parameters...  works with bot the internal 
and the remote debugger.

Excuse me, I don't want to add "-Qnew" option in command line parameters, but 
in command parameters, as you can see in the attach file for external run

If you are referring to the parameters you could pass to python.exe eg.  -O, 
-OO -Qnew etc. unfortunately those cannot currently be pass to the internal or 
remote Python engine.  I think something could be done for the remote engine, 
if there was sufficient demand for it.
