High priority fix and clean up #11

The broker-api-version parameter needs to be quoted to work properly. This has been fixed.

This PR also cleans up the config, removing extraneous parameters, and makes the naming consistent between the tile and the broker.

This PR closes #10, which was actually a problem with the application.yml formatting and not the broker version.
