This adds support for mesos going back to 0.23.0. The CI configuration now will attempt to build 0.23.1, 0.24.1, and 0.25.0 platforms as a prerequisite to merging a pull request. Was tested on 0.23.1, 0.24.1, and 0.25.0 cluster environments.
