Leveraged the mesos-go package to generate a prototype framework. Implementation will make use of the following package. We have added roles as a PR.

Functionality of framework

Create Volumes
Add/Remove SDS capacity with Persistent disk reservations
Format volumes

Requires

Minimum 16 MB and .1 CPU on a slave node dedicated to Framework role

As a prototype, RR has been integrated into the executor https://github.com/clintonskitson/mesos-rexray.

Resources dictate the role always gets a minimum level capability
Attributes will be used by the framework to determine which slave should be used for which storage platform
The plan is to expose necessary functionality through a custom Go executor which dynamically gets loaded with each job.
