Plan is to focus on two phase upcoming 1) Deliver External Volumes.next 2) Incrementally move towards External Resources

Mesosphere deliverables 1) Define Volume Resource type 2) Update Framework (Marathon)

EMC {code} deliverables 1) Update Isolator for 0.26 2) Enable Volume pre-emption 3) Enable Isolator to use checkpointing 4) Enable Isolator to work with other isolators 5) Update Isolator to use new Volume resources
