Add a validator on ROOT_URL #14

If ROOT_URL is wrong, it can wreak a havoc on the whole Mouf2 UI. It would be great to have a dedicated validator that checks ROOT_URL is correct (if possible)

ROOT_URL is now automatically guessed from .htaccess thanks to Splash 5+
