Remove /chat and link it to existing URL

@Divik09102003 work with @nathangatto to remove /chat url and link it to /assignment/[id] ... url.

• [x] Pull data from Database
• [x] The learning outcomes and marking criteria is only modifiable by teachers
• [x] Allow save changes to above
• [x] Clean up UI - no scrollbars

On this screen it is difficult to say what should I click on. The "View Details" should be a big button:
