For the very first sync, the server scan delay in seconds should be 0-5s #28

What steps will reproduce the problem?
1. Open IQBox and add a new FTP account. Default remote scan interval 30s
2. The files won't sync right away. There will be a 30s wait until the server 
scans, and you'll be waiting for your files!
3. NOTE: Only on the very first time that you sync should a new scan run 
without waiting for the interval. Reason=imagine you set it to scan every week 
since it takes up CPU. You wouldn't want it to scan each time you start IQBox. 
Downside: Maybe it's easier if it scans each time once you run it?
