created a rating element #24

This is a rating element that enables the user to get the value of the rating, as well as passing the value they want and visualize it. The user can also customize the icons.

The following is a preview of the element.

i have added a commit to this pull request in which i have fixed a simple issue i have encountered while using this element in my projects. i hope you find it useful.
