Enabling chats.adminLog will now forward the contextual message to admin chat, along with the action taken (warn/ban).
When chats.report is enabled, Reports will also now forward the contextual message to report chat, along with the report message.

Removed CircleCI config and added GitHub Actions instead.

Supersedes #168 Fixes #144

Ignore GH Actions erroring in this PR, would need an eslint --fix that will mess up diffs
