Hi! my bot instance runs in ~38 chats with lesser populated chats running about 300-400 people and so its really important because we only have 9 moderators that we allow users to /report others. i dont know if this was on purpose or i've set the bot up wrongly, but it seems only admin are able to report people

As per https://github.com/thedevs-network/the-guard-bot?tab=readme-ov-file#commands, that's already how it works.

What version of NodeJS and bot/commit are you running?
