Admin warn #80

Would be nice if it would recognize group Admins which aren't bot Admins and doesn't warn them.

This feature request is problematic: if someone is an admin in one group, what should happen if he gets banned in another group? (https://github.com/thedevs-network/the-guard-bot/issues/60#issuecomment-385408770).

Also, why can't you just add the admins to the bot, what's your usecase for that behavior?
