Scrolling down the UG, I think it's better/more intuitive to provide steps on how to add, edit etc before listing

Layout/format related.

The list commands are placed before the other steps as most commands require the use of indexing which is derived from the list commands. (To allow readers to take note of the list commands while reading the other commands)
