GB survey index units #32

@sgaichas the values for the survey index are orders of magnitude higher than I would expect. Are these some kind of expanded biomass values rather than the kg per tow?

@gavinfay yes, these are in tons. I can change the inputs for Hydra; other models were using tons for mskeyrun

For our estimation purposes I think that would be great (kg per tow) but I think it makes sense to keep as is for the current pMSE project to avoid complications (though perhaps this isn't avoiding them).

the survey index units remain in tons as before in hydra_sim_GB_new5bin_1978_3gearF input files in 7550767199235862322673eeeaec6b7f54ed07b1
