In July 2020 an auto_enabled param was added to repositories in https://github.com/Katello/katello/pull/8805. It was reverted two months later in https://github.com/Katello/katello/pull/8947, but apparently never removed from FAM.

Was there ever a release of Katello where it existed and worked?

Edit: if I see it correctly, 3.17 shipped with that feature present?

The Redmine for the reversion was also 3.17. So I don't think a released Katello ever had it.
