Set `tech review needed` and `style review needed` labels on every new PR by default #3318

That shouldn't be hard. We can either get the bot to do it or use GitHub Actions. Shall we spin that off in its own issue?

That would be great. I was going to create an issue for https://github.com/theforeman/prprocessor but I don't know if that's the right place.
