Drop procedure on installing the sos package

What changes are you introducing?

I'm removing the module for installing the sos package from both server installation guides.

Why are you introducing these changes? (Explanation, links to references, issues, etc.)

The sos package is installed as part of the @Base package group, which is referenced in ref_supported-operating-systems.adoc.

One might argue that ref_supported-operating-systems.adoc is not the best place for a prerequisite like this. I think so too! We are tracking the effort to find the right place as part of https://issues.redhat.com/browse/SAT-28619.

I'm requesting cherry picks down to 3.9 only because for 3.9 and later, satellite-maintain is documented to install sos. For 3.8 and earlier, it's dnf install.
