Revert "wait for systemd to settle" #127

This reverts commit 0278611043597f94f295dc912ace149bc9c4e6d6.

This was needed for https://bugzilla.redhat.com/show_bug.cgi?id=2174645 which is now fixed in the latest CentOS Stream 8 container builds.

https://github.com/theforeman/foreman-operations-collection/pull/128 contains a better set of CI fixes, so I shall rebase this PR on https://github.com/theforeman/foreman-operations-collection/pull/128 once https://github.com/theforeman/foreman-operations-collection/pull/128 is merged
